Dropping T3's below T2's and pirate cruisers in terms of combat power makes no sense. The ability to swap subsystems will not keep them relevant if they function as slightly buffed T1 cruisers.
My suggestion is to remove all range bonuses from T3 cruisers so they can't outclass battleships as a long range doctrine. I think that will eliminate alot of the complaints.
Svipul needs a speed nerf. Arty Svipul with links and HG snakes can top 8k m/s with 2000+ alpha, that's stupid. T3D's don't need kitey frigate speeds in prop mode. Also ban them from small plexes so people will use AF's again.
The other T 3D's are fine now, I honestly don't see many of the other types. Ultrafast arty svipuls or blinged out brawlers that can solo cruisers left and right are cancerous. Hecate is amazing but the lack of bonus to AB and general slowness makes it very vulnerable to kiting/scram kiting.
And yea the insurance needs fixing if they haven't already or the other T2/3/faction ships need real insurance.

Nobody flies a ship to be flexible. They bring the best ship for the task at hand. I think it's unrealistic to think people will choose a T3 for flexibility over a T2 or pirate hull that is better for whatever they are doing.
I think T3's already have two big disadvantages as opposed to T2's - their cost (2-3x more than a T2) and the skill loss upon losing a hull. They are also generally quite a bit slower than other cruisers.
Baltec it sounds like you want T3's to stop being a superior choice to BS for large scale fleet doctrines. Slippery Petes (which I have not personally experienced but I have heard the horror stories) seem to be the most egregious offenders.
I think that removing all range bonuses from T3 subs would fix the problem in one go. T3's remain extremely powerful for small gang, PvE and niche roles but become unable to project DPS at battleship ranges.

Everybody and their dog runs autocannon svipuls with dual MSE's or an MSE + adaptive invuln; if you drop points of them and have dedicated tackle they have almost the same tank as a T1 cruiser with equivalent DPS, much greater mobility and 70m sig, they're also only slightly more expensive with insurance.
Did you know that a Svipul with an adaptive invuln or resist rigs with links can get an 80% omni tank? That's absolutely pants on head crazy. With 70m sig on a shield tank and 500 DPS heated. "Solo" svipul with proper resist rigs, links and a cap boosted C-type can eat cruisers all day.
Not gonna lie the ship is fun as all hell but even compared to the other T3D's it's nuts and it renders AF's even more useless. ***** on alot of cruiser and BC doctrines even. |

Not sure you can balance the game on the assumption that everyone is in an uber rich coalition with full SRP.
At that point you might as well just remove T1 ships altogether.
